After many years of practical experience in our company, we have concluded that there are three types of products in the category of recycled materials that require more attention from enterprises. Next, I will elaborate on what are the customs clearance traps in these three types of products and how to avoid these traps.

1. ASEAN PE products

Since the customer will declare with the tariff-free tax number when declaring, our company has done corresponding component testing, and there are very few PEs with a PE content of less than 95%. The customs will increase the probability of testing LLDPE and other PEs. Once it is detected as LDPE or HDPE, it will be directly transferred to the anti-smuggling process involved in evasion of import duties.

At the same time, the base material is PE film material. Without colorant, the color of the finished particles is difficult to control. Please pay attention to the difference in color. For the process of non-water ring pelletizing, please pay attention to quality issues such as sticky pellets, length, wire drawing, powder, etc., so as not to affect customs clearance.

2. PET analysis

(1) PET slice

HS CODE: 39077910, the viscosity is lower than 78, and ASEAN has a tariff of 5%. PET recycled plastic particles shall be subject to this type of tax number. Pay attention to distinguishing the viscosity.

(2) PET bottle flakes

HS CODE: 39076990, this is PET with other primary shapes. It is also the tax number of PET bottle flakes. The tariff of ASEAN origin is 0. If customers use this tax number consciously or unintentionally, they will be sent for inspection directly.

In May 2018, the Ministry of Ecology and Environment wrote to the General Administration of Customs: “For example, imported high-purity recycled polyester (PET) bottle flakes have been sorted, crushed and washed overseas, and comply with the "Recycled Polyester (PET) Bottle Flake" (FZ/T51008-2014) The performance and index requirements of Category A, B, and C are required to be directly processed and utilized instead of virgin materials after being imported, and are not regulated as solid waste."

But in fact, our company and the solid waste laboratory passed the inspections mainly for "powder" and "non-polyester residue" indicators, but the pass rate was almost zero. The customs has strictly controlled this tax number and sent it directly to solid waste inspection.

3. Remodeling involving anti-dumping

ΔRegardless of whether the products involved in anti-dumping have a preferential place of origin, a certificate of origin is required to declare imports

Regarding modified PA66, there are specifications for performance and physical properties in the anti-dumping documents, and only those that meet the specifications can be declared.

In addition, the truthful declaration in the customs import declaration includes the origin of the product. It is illegal to use other countries for transit or to issue a certificate of origin.
